What is a Downtown Master Plan (DMP)?

The DMP is a shared vision that identifies key opportunities for reinvestment in Downtown Danville. The original DMP, created in 1986, established the Town’s zoning regulations and land use designations. A DMP is a policy document meant to be updated periodically to reflect the community’s shared vision as it grows and evolves. The Town of Danville is preparing an update to its Downtown Master Plan.

What is the goal of the DMP Update?

This update is intended to build on the original DMP with a particular emphasis on placemaking through the creation of ‘activated’ outdoor public spaces that are visually coordinated and balance the need for adequate public parking, drainage facilities, accessibility to all businesses and essential services such as trash pick-up.

What is meant by Placemaking?

Placemaking is the process of creating – or reshaping – public spaces into quality places where people want to interact (live, work, play, and dine). Examples include creating public plazas, pedestrian pathways, street furniture, and decorative lighting.

What is NOT included in this Update?

This update is not intended to modify existing zoning regulations (such as building setbacks and height, the types of business allowed in the different zoning districts) or the manner in which development applications are reviewed by the Town. Further, any recommendations from this effort for Downtown areas outside of the Downtown core would require future study in a subsequent phase.

How long will it take?

The process is expected to be completed by Fall 2022. The website timeline will be updated throughout the process.

How can I stay informed or be involved during the process?

We encourage all community members, business owners, and visitors to provide input by completing a 5-minute community survey available at the link provided or by scanning the adjacent QR code. The survey will be open from January 7 to February 14. Town Council members, Commissioners, and staff will be available at public ‘intercept events,’ scheduled at multiple locations within the Town during January and February. Stop by to provide your input. The DMP website is the resource to find all locations of intercept events, submit any additional feedback, and the schedule of upcoming meetings on the project.

How will public input be used?

The community’s input – along with direction from previously approved guiding documents, feedback from the business community, infrastructure and financing constraints, and recommendations from the Town’s urban design consultant – will be considered by the Town Council in adopting the final DMP Update.

How will recommended initiatives of the DMP be prioritized?

The Town Council is the decision-making body that will adopt the DMP Update and provide direction on its priorities. Given the scope of the project and funding limitations, it is expected the first set of priorities would likely be initiatives that can qualify for funds from the American Rescue Plan Act (ARPA) of 2021.
